Description: Kaira using her fast movements and Knowledge of Rasengan she will use a technique with this technique that is like body flicker and will dash towards the enemy at fast speed witha Rasengan formed in one hand and due to the speed the user is moving at the technique is hard to dodge.

So basicly your doing exactly what minato did except you dont need a seal.

my technique was nothing like minato flying thunder god since you did not read it correctly is was able to be dodged quite easy but since it was denied i changed it at least offer suggestion instead of just saying denied.
Anyway the subject is over I changed it just to a custom rasengan
